Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is aware that this road is bad. However, I think he has never had a first-hand experience on this road. I also think Members of Parliament from Coast Province normally fly between Nairobi and Mombasa. So, they do not know the reality on the ground. This place is a menace. Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister tell us whether the plan to construct the Cape Town to Cairo Road is still on? Is he consulting with the other nations that are involved in this programme to ensure that the Mombasa to Busia Road is rehabilitated effectively, so that some of these complaints can be dealt with once and for all?

Mr. Temporary Deputy Speaker, Sir, for many years, there has been talk about the Cape Town to Cairo Road. That includes the Mombasa-Nairobi-Busia Road. Is the Assistant Minister aware of this programme? When will it be effected so that the nations involved in that project can help us also rehabilitate the road from Mombasa to Uganda?

Mr. Temporary Deputy Chairman, Sir, we have consulted over this issue with the stakeholders. We feel that this "regulate and direct" should be retained as in the draft Bill. That is how the Kenya Sugar Authority is operating and we are trying to make the Kenya Cotton Authority also become as functional and effective as the KSA.

asked the Minister for Education:- (a) whether he is aware that a primary school headteacher, Mr. Wellington Obwamo, was transferred thrice during the month of September, 2005; (b) whether he is further aware that consequent to these frequent transfers, the KCPE mean score for 2005 at his original station, namely Nangina Mixed Primary School, dropped from 271 to 261; and, (c) why the teacher is on the TSC payroll if the Ministry deems him unsuitable to serve.

Mr. Deputy Speaker, Sir, I am glad to note that the Assistant Minister is aware that this teacher has been transferred severally. However, I am disappointed that he does not know that the said teacher is still being tossed around like a football in a World Cup match. He was at a school called Munyanja. He was moved from there to Osieko and is now being threatened to be transferred to Bungoma. The Ministry of Education should be a model Ministry in terms of discipline and consideration for workers.
