Mr. Deputy Speaker, Sir, I thank the House for granting me leave to bring back this Bill. When we debated the Motion relating to this Bill, we got a lot of information from Members. But above that, I want to thank the Ministries and departments and friends from outside the Government who contributed to the ideas that we have been able to put together to bring this Bill to this House. It is very important that this technical committee be put in place. We in Busia, are looking forward to this project as a turning example. We would like the Dominion Farms to move with speed to Busia, Budalangi and also Sio River to do the same. This is the way to eradicate poverty from that area. With those few remarks, I beg to support. view
  • 21 Nov 2006 in National Assembly: Mr. Speaker, Sir, the question of equipment and drugs to health centres and dispensaries in this country is an urgent one. Is the Assistant Minister aware that majority of Kenyans are poor and that they are the ones who use dispensaries and health centres? Is he also aware that most of them cannot travel to those sub-district and district hospitals? Why is the Assistant Minister not allowing these dispensaries and health centres to be available to patients who cannot travel far when he knows that he does not have enough funds to purchase equipment November 21, 2006 PARLIAMENTARY DEBATES 3781 ... view
  • 15 Nov 2006 in National Assembly: Mr. Speaker, Sir, could the Minister tell the House whether he has a similar programme for the road between Gilgil and Kisumu? This is a very important road and we know that there is work going on, on this road. The stretch between Nakuru, Kericho and Kisumu is very bad and yet this is an important road that is used by a lot of people and heavy vehicles. What programme does the Minister have in place to recarpet the road while we are waiting for the major works to be done? view

  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I would like to request the Minister to scrap the vetting process at the national level and re-assign the vetting at the district level, or wherever it is, because the issuance of passports is not only important to the Somalis and the people of the North Eastern Province, but also to some of us who live on the border, like in Busia. The DCs, chiefs and assistant chiefs do a thorough job and they issue identity cards and birth certificates to these people before they come to apply for passports. Is it in order for them ... view
