Temporary Deputy Chairlady, when a certificate expires, it is deemed obsolete and of no value. There is no need to emphasise that in law or prescribe that the expired certificate be returned to the CEB. When a certificate expires, it is of no value and serves no purpose. view

The justification of this amendment is that whether the Bill is or not a money Bill, it need not be in law. This is a matter for determination by the Speaker of the National Assembly. In this case, this clause was trying to give a determination, which is done by the Speaker of the National Assembly. view
