(b) deleting the proposed amendments to the Universities Act, 2012. view
  • 1 Dec 2015 in National Assembly: The section proposes that the Commission Secretary of Higher Education be a member of Council for Legal Education. You know very well that the Commission Secretary is the regulator of the higher education system. If he sits again as a member of the Council of Legal Education, it will be difficult for him to act at a higher level as a regulator. Therefore, I propose that we delete his membership from that Commission. view

Lessonet, the CDF Committee and all those who have participated in the preparation of this Bill. As a fund of the national Government, the CDF will ensure that services reach mwananchi at the local level. Citizen awareness will improve how CDF will be used, especially when members of the public participate in proposing projects and giving annual reports showing how the funds have been used. view
  • 18 Nov 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, I want to thank the President for what he did for the teachers. It had become a very big issue in this country that the teachers were not paid the September salaries. The issue of their CBA also needs to be re- looked into. The President did something which is commendable. I want to support the Bill. This Bill seeks to put education in line with the Constitution. view

What was done publicly, for the good of this nation, is for the benefit of the teachers of this country. I want to support the Bill. This Bill is meant to rectify a number of issues that are not working well in our education system. By developing a data bank, it will enable us, as representatives of the people, to know which students have problems in the sub-counties. We shall know the bright and needy students.   • 18 Nov 2015 in National Assembly: You will also realise that Clause 8 proposes to empower the CS, in consultations with the CS, National Treasury, to look for funds. On this one, I am looking at alternative education especially in slums and in areas where the Government cannot provide education. You will realize that in slum areas, there are so many providers of education like bridge schools. For us to move ahead, let us provide certain funds so that children who cannot afford to pay for fees are assisted. They can go to school and pay for their needs like any other child in public schools. view

We are agreeing that the sponsor plays a key role, but we have also put it very clearly that the sponsor needs to be protected so that the land and property in a particular institution is registered. That is what Clause 21 seeks to provide. All the immovable property; land and buildings need to be registered. view
