  • 2 Feb 2017 in National Assembly: Hon. Temporary Deputy Speaker, I think for the 32,000 kilometres of roads that have been devolved to the counties to be maintained, enough funds should also be devolved. How can you devolve roads to the counties, some of which used to be maintained under the Constituency Roads Board, and yet you are allocating them little money? That means you do not want those roads to be maintained. Most of the roads measuring 32,000 kilometres in some parts of this country had not seen tarmac until devolution came in. For the last 50 years in my constituency, the major road that ... view
  • 2 Feb 2017 in National Assembly: when the health sector was being handled at the national level? We have achieved zero. The number of dispensaries, health centres and hospitals that have come up in the counties and the kind of infrastructure that has been put in place by the county governments is enormous. We cannot judge the health sector in the counties just because doctors are on strike. Doctors are on strike and have not gone back to work because of a poor industrial relationship. They should be engaged properly. For the last one month they have been on strike, the deaths are very high in ... view
  • 2 Feb 2017 in National Assembly: To conclude my submission, I urge the Budget and Appropriations Committee to increase the revenues that it devolves to the county governments. That is the only way Kenyans can get the desired development that they have wished for the last 50 years. With those few remarks, I support. view

  • 26 Jan 2017 in National Assembly: To oppose and completely oppose it, Hon. Temporary Deputy Speaker. This Bill is one of the worst legislations that have found themselves on the Floor of this House. It is trying to erode the powers vested in the Legislature of this country. It looks like this is a vendetta-driven Bill in the sense that there are people in certain quarters who are interested in the The electronic version of the Official Hansard Report is for information purposesonly. • 26 Jan 2017 in National Assembly: privatisation of certain parastatals in this country and they want to find a way that they can keep off the scrutiny of the National Assembly. This Parliament is vested with the sovereign power of the people. The representatives of Kenyans are found in this Assembly. When you say a parastatal that belongs to the people of this country is to be privatised and you do not want Parliament to scrutinise the process; and you even go further and say that the appointees to the Privatisation Commission should not be vetted by Parliament but should just be appointees of the Executive, ... view

  • 20 Dec 2016 in National Assembly: Hon. Speaker, I stand to support the Motion. The CRA is very important. This is a commission which must be in place all the time so that the counties can receive their funds on time. I stand to point out one of my constituents who managed to get into this list. It is Prof. Edward Akong’o Oyugi. This is a distinguished academician and scholar. This is one man whose CV is as long as from Nairobi to Migori. I wish it is possible that he is appointed the chairman of this commission. You know, it is only two names which ... view
