  • 5 May 2016 in National Assembly: Hon. Temporary Deputy Speaker, I did not say anything. Some of the people who are enjoying the best security in this country include the Leader of Majority Party. He has eight police officers whereas we only have one police officer each. He has a chase car and a car behind him. view

It is very unfortunate that we did not give the private security guards guns. Now that the House has refused to give them guns, we will make sure we give them firimbis so that when thieves come, they can whistle. It is very important. The Judiciary keeps checks and balances in other arms of the Government by interpreting the law. I served in the Public Accounts Committee (PAC) for the last three years. I remember that when a special audit was done in the Judiciary, serious financial issues were raised. They could not differentiate which funds belonged to the Judicial Service Commission (JSC) and which funds belonged to the Judicial Fund. All funds were being operated by the JSC. If you look at the special audited accounts we discussed in the Public Accounts Committee (PAC), you will see that they were in a hurry to use the money allocated to them in one financial year. However, with this legislation, they are going to retain any money that is given to them in a financial year and they will plan very well without being in a hurry. When they were in a hurry in the 2013/2014 Financial Year, they started building many courts all over the country without any proper planning.
