  • 21 Apr 2016 in National Assembly: This Bill also gives the Judiciary the opportunity to partner with donors and other partners who are willing to work with them and have funds in their accounts, which will be audited by the Auditor-General and reported to this Parliament. Initially, the Judiciary was only using the funds that have been allocated to them by the National Treasury. However, with this law in place, they will have an opportunity to get other partners who are willing to help them to achieve their target and to reform the Judiciary as expected. view

In my country in Migori, there is now a High Court and there is a resident judge that operates from there. That is a milestone. Initially, people used to travel to Kisii and other major towns like Kisumu to get High Court services. However, now the Judiciary has brought a High Court in almost every county. Article 27(3) of the Constitution says that women and men have the right to equal treatment, including the right to equal opportunities in political, economic, cultural and social spheres. First, the only land for any economic development remaining in this country is community land. If he says you have to engage two-thirds of the community to agree that an investor be given opportunity to invest in that land, how does one raise two-thirds of a community which could be having a million people? view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Hon. Member for Turkana South is on record saying that communities fight over grazing land and water points. They kill each other in thousands. Ever year the Turkana and Pokot kill each other. So, we have to make this fine punitive by jailing offenders for three years so that they do not fight over land anymore. view
