  • 18 Dec 2014 in National Assembly: Hon. Speaker, we are setting precedent in this Parliament under the new Constitution. We need to have Special Sittings for special matters. If the Leader of Majority Party just writes a letter to the Speaker requesting for Special Sitting, tomorrow, he might have a wedding for a second wife and he might call us here for a special sitting. We will not allow this Parliament to be misused by the Leader of Majority Party by calling us here to do business that is not urgent or exceptional in any way. • 11 Dec 2014 in National Assembly: approach. It is very important that we go that way as it has been suggested by the Leader of Majority Party. If we do not go that way what I can say is that these amendments can only be described as a poisoned chalice. • 11 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. I want to rise under Standing Order No. 127(3). It states:- “The Departmental Committee to which a Bill is committed shall facilitate public participation and shall take into account the views and recommendations of the public when the committee makes its report to the House”. These are our own Standing Orders, leave alone the constitutional issues that have been raised by hon. Mbadi, under Article 118.
