Under Article 223 - and you being a senior lawyer and almost a Supreme Court Judge know- we are supposed to use it only when there are unforeseen issues. This is what the Government has provided and Parliament has also tried. If you have lemons, you make lemonade out of them. So, what the Executive has brought is a budget stating that it can afford Kshs10 billion for vulnerable people and Parliament added them Kshs3 billion.
