Hon. Speaker, what has shocked me about this Fund is the way the corporates in this country who have been put in that committee are behaving. I checked in South Africa and found that they have created a fund similar to this. One organization only - one business organization - called Oppenheimer has contributed over R1 billion whereas in this country, the only corporate that has contributed, I am told is Cooperative Bank with Kshs100 million. Hon. Speaker, this is a very important Bill for this House, one that divides money between county governments and the national Government. You remember last year we had a stalemate for almost six months. We had several mediations. We do not want the Senate to say there was no public participation. We want this House to be told whether there is a report as requested by Hon. Rasso and, if so, it should be tabled. We want to see the report. This should have been tabled two days ago.
