  • 22 Feb 2017 in National Assembly: I also want to look at the fact that there is a professional body provided for to regulate the provision of clinical services in our country. I support this. I ask the players in the entire health sector to be on the ethical high ground since we are dealing with a service that makes a difference between life and death of our people. view
  • 22 Feb 2017 in National Assembly: At the end of it all, when the regulations to this law are done, I hope they will provide the meat, ligament and other necessary details that we, probably, cannot put in the body of the Bill that is before us at the moment. Hon. Deputy Speaker, I support the sentiments by my colleagues that clinical officers must be licensed to operate clinics, hospitals, health centres and even training institutions in our country. If we have to expand the health sector, we cannot confine training to the Government alone. We cannot confine training to doctors or physicians, but we need ... view
  • 22 Feb 2017 in National Assembly: We had a little brush with the Mover of the Bill, Hon. Sang, during the deployment of the equipment to those hospitals. I support the Bill and I am asking the county government of Kericho not to move the equipment at Sigowet Sub-County Hospital. In fact, they should expedite the necessary renovation of the facilities in the sub-county hospital, so that the equipment can be utilised. Finally, since most of the issues have been dealt with by my colleagues, I want to believe that in the course of this week, the doctors and the Government will reach a conclusion on ... view
  • 31 Jan 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I rise in support of the Petition by Hon. Korere. We need to be clear about which roads belong to the national Government and which roads belong to the county governments in this country. At the moment, there is a blame game between the Kenya Rural Roads Authority (KERRA) that we use as Members of Parliament and The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 31 Jan 2017 in National Assembly: county government. In the process, some roads have been orphaned. The Ministry of Transport, Infrastructure, Housing and Urban Development and the Kenya Roads Board (KRB), in particular, should draw a distinction between those roads which are meant to be maintained by the county governments and the roads which are meant to be maintained by the national Government. Secondly, I must speak to the Departmental Committee on Transport, Public Works and Housing. We passed a Bill that stipulated that we were supposed to tarmack five kilometres of road in every constituency. We want a report as to whether that has been ... view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity to add my voice to this important Bill. At the outset, I want to say that nations must address issues that lead to people exiting their countries to become refugees. We should address human rights, governance and development issues so that people do not have to move to other countries where they feel they will be more secure and have opportunities. Kenya has always been home to refugees from Uganda, Somalia and South Sudan. I want to ask Hon. Neto to look at the issue of time limit. A refugee ... view
  • 16 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I want to support the Petition by our good friend and colleague. It touches on members of the disciplined forces. There should be procedures and processes by which members of the disciplined forces who serve this nation get compensation in the event that they get hurt or pass away while on duty. I urge the Committee that apart from investigating this Petition, it also considers the other cases that are similar to this particular one. view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity. I wish to comment on the Petition by Hon. Birdi. The SGR is a noble project in this country. Much as it has economic value, the first value that we need to get from it is employment for our people. If we have to get the technical staff, whose skills we do not have in this country, as a people, we do not mind. However, there are certain jobs that Kenyans who have trained in technical fields should do, as well as those who are able to provide manual labour. I ... view
  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker for giving me an opportunity to comment on this matter. I want to join my colleagues in raising concerns that have already been enumerated. In addition, during this financial year, the Members will not be much involved in the NG-CDF matters. There will be a committee that will do the work in the constituencies. We must provide guidance during this period so that there can be continuity in the work we have been doing as Members of Parliament. In addition, the Chairman of the CDF Committee, Hon. Lessonet, should expound on the responsibilities of the monitoring ... view
  • 25 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I also wish to comment on the Petition by Dr. Njuguna kwa roho safi . Upon attainment of Independence in this country, most of our people decided to come together so that they could acquire parcels of land that were previously owned by the settlers. Some of them had been illegally thrown out and they would have wished to find a way in which they would get back their land. The first and second governments of this country experienced the same problems that Dr. Njuguna is referring to. As much as this Petition and other ... view
