• 30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I also rise in support of the Petition by the Member of Parliament for Juja. When we are designing roads, the aspect of safety must be considered by the engineers. In my constituency, along the road between Kericho and Kisumu we have accidents day in, day out, at a place called Kaitui. Safety of our people is so paramount such that we are asking the designers, architects and all those involved in road construction to put the safety of our people in the forefront in the implementation of these projects. On behalf of the people of Sigowet/Soin Constituency I pass our sincere condolences to the family of the late George Mwicigi. From what we know, Hon. George Mwicigi focused on things that made a difference in the lives of the people of Kandara. His development role particularly in improving agriculture in Kandara is worth noting and also in The electronic version of the Official Hansard Report is for information purposesonly. • 9 Mar 2016 in National Assembly: terms of supplying clean water to the people of Kandara. We, in Parliament, should emulate the late George Mwicigi and do the same things. Finally, let me, on behalf of the people of Sigowet/Soin Constituency congratulate Senator Aaron Cheruiyot, for being elected Senator for Kericho Country. On that note, I want to thank the people of Sigowet/Soin Constituency for voting 78 per cent Jubilee. It demonstrates the confidence the people of my constituency have in the leadership of President Uhuru Kenyatta and the Deputy President Hon. William Ruto. view

Let me say that the President got it right when he nominated these people for appointment as CSs and PSs. He picked persons with competence and professional qualifications. He has looked at persons who believe in the ideals of public service. The two PSs in the Ministry of Agriculture, Dr. Tuimur and Mr. Mwangi have rich and fulfilling careers in livestock and water. view

I am sure this Bill will reform the education sector in areas that really matter. Much of what I had to say has already been expounded by my colleagues, especially Hon. Cecily Mbarire. The inclusion of Members of Parliament in the Sub-County Education Board is a crucial matter in terms of our responsibility of representation. • 18 Nov 2015 in National Assembly: I would like to ask the Committee to clearly define the responsibilities of the county governments in matters of education. There are pupils who pass the KCPE but are unable to get secondary education. We must make it more or less mandatory for the county governments to provide them with the necessary tuition to continue with their post primary education. What I like most about this Bill is the fact that it provides an avenue through which pupils will transit from primary school to secondary school. After that they will access training in polytechnics and other tertiary institutions. view
• 18 Nov 2015 in National Assembly: Lastly, we need to harmonise the disbursement of bursaries from the CDF, county governments and NGOs. We need to harmonise them so that those children who are in dire need of bursaries get them. We should ensure that those who reach MPs, MCAs and governors do not get more than their share in terms of disbursements. view
