  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, on page 40, under Head 097, Police Dog Unit, there is an Item for purchase of certified seeds, breeding stock and live animals under which the Ministry is view
  • 12 Jul 2006 in National Assembly: requesting for a paltry Kshs6.1 million. We recently saw some hybrid dogs brought into the country by some strange people. Is this money enough? view
  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on page two, Head 001, Item 3110300 - Refurbishment of Buildings - I would like to get a clarification from the Minister. Last year, under that Item, we gave him Kshs60 million. This year, he is requesting for Kshs30 million. But, surprisingly, next year, he will be requesting Kshs140 million. It is not very clear! Could the Minister explain? view
  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I just wanted to get a clarification from the Minister on this. You can see that last year, there was Kshs60 million and this year it is Kshs30 million. Surprisingly, the year after, he will be seeking Kshs140 million on the same item of refurbishment of buildings. It is not very clear, granted that Harambee House is one of the worst buildings; lifts do not work, it stinks and so on. view
  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I wish the Government side could be a bit more patient. We came here to work and everybody must be ready to work, not just to shout "Aye"! view
  • 12 Jul 2006 in National Assembly: On Head 006, the first Item is construction of buildings and the second one is refurbishment of buildings. Could we get an indication from the Minister which district it is that the Kshs36 million will go to? Is it the old or the new ones like mine? view
  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the Government Printer has always July 12, 2006 PARLIAMENTARY DEBATES 2071 existed. Could the Minister explain to us whether he is going to put up another building at a cost of Kshs40 million? We know that the building that houses the Government Printer is still there. Is he proposing to relocate to another place or what is he asking the Kshs40 million for? view
  • 11 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to say a few words about the Vote of the Office of the President. As the Minister in charge was moving this Vote, he was so graphic. He explained and, indeed, captured what every Kenyan appreciates or understands the Office of the President to be. He said that the Provincial Administration, in particular, epitomises the Government. He said from himself, the Permanent Secretary, the Provincial Commissioners (PCs), District Commissioners (DCs), District Officers (DOs), chiefs and assistant chiefs, the Government is felt at the grassroots level. Indeed, he was ... view
  • 11 Jul 2006 in National Assembly: No, no, no! Not as yet. Mr. Temporary Deputy Speaker, Sir, even as we give the Minister money, we want him to go and do deep soul searching within the Ministry. He should find out what is ailing the Government year in, year out. I do not think we will be helping the Government by coming here and making holier than thou statements like "Those who break the law or incite will be arrested and investigated". Those kind of empty threats are not going to help! I heard those statements in this House this afternoon. We need to ask ourselves ... view
  • 6 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, in any event, even Standing Order No.1 would not apply in this particular instance because it is not a matter about which no procedure has been provided for. You proposed the Question very clearly. When the Mover was reading through subclause (b)--- As you went to the other one you asked him: "Do you do it as per the Order Paper"?, which were subclauses (b) (c) and (d). The Question was proposed in very clear terms and carried when it was put. Since the hon. Attorney-General is here with us, he will help them when ... view
