  • 6 Jul 2006 in National Assembly: That is a notorious name. Mr. Deputy Speaker, Sir, I believe that with this programme and, maybe, alongside other proposed reforms that the Attorney-General has come up with, it is quite possible that even some of the small scandals we have been hearing about--- Sometimes we hear that Ministers are being carjacked at night; it is possible that there are people who have information about why they are being carjacked! It is quite possible. That information would not necessarily be about where they are being carjacked, but also why they are being carjacked. It is quite possible that with this ... view
  • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, the issue of this school had been raised in this House way back in 2000. Mr. Speaker, Sir, while I served in the Departmental Committee on Education, by resolution of this House, we visited the school and it was obvious even from our report that the school had to be relocated because of the quarry. Is it not possible for the school to be relocated before the blasting activities by the China Road and Bridge Company commence? view
  • 4 Jul 2006 in National Assembly: Thank you, Mr. Chairman, Sir, for giving me this opportunity to make my comments on the Motion before the House. As we talk about taxation, we should look at the issue at hand, which is unconstitutional. Nobody should be subjected to double taxation. A very glaring example of double taxation is that the Minister knows very well that if he visits the Kenya Revenue Authority (KRA), he will find out that there are people who had paid for road licences on probably the same day he read the Budget, two days or two weeks before. Soon after the Budget was ... view

  • 27 Jun 2006 in National Assembly: Mr. Speaker, Sir, I beg to give Notice of the following Motion:- THAT, this House adopts the 13th Report of the Public Investments Committee, Volumes I and II laid on the Table of the House today, 27th June, 2006. APPROVAL OF TAXATION MEASURES view
  • 27 Jun 2006 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute to this debate. I want to welcome some of the proposals contained in the Financial Statement by the Minister for Finance when he presented his Budget although I have reservations. If you analyze the Budget Speech carefully, it sounds like a manifesto for a general election. A lot of the statements contained in the Budget Speech is a mere wish list by the Government. However, there are few areas that are laudable. These include proposals to streamline healthcare procurement to ensure that our dispensaries and health centres access ... view
  • 22 Jun 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to also play my part in this ritual. As you know, the Budget is before us because our rules are that before 26th of June we must give the Government half of the money that is required for the financial year. Looking through the Estimates, I am unable to understand where the priorities of the Government are. For example, a whooping Kshs5.98 billion has been allocated to the National Security Intelligence Service (NSIS) for the entire financial year, which is more than the money that has been allocated ... view

  • 22 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, he has not quite learned the rules of this House since crossing over to the other side. That is on a light note. 1582 PARLIAMENTARY DEBATES June 22, 2006 view
