If you are reversing the Presidential Memorandum, it is incumbent on not only this side of the House but individual Members of Parliament, who are interested to reverse that decision, to whip ourselves to come. view

Temporary Deputy Chairman, the last observation for the Majority Leader is this – and I have consulted with the Chairman of the Departmental Committee on Finance, Planning and Trade and the Vice-Chairperson of the Budget and Appropriations Committee, Madam Mary Emase here - there appears to be some lacuna in terms of the legislative processing and enriching of documents that appear here.
