  • 4 Dec 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Could I request to sit because this thing is too short? view
  • 4 Dec 2013 in National Assembly: Why is it short? Thank you for giving me the permission. I will address three issues which I think constitute significant contention in this Bill. view
  • 4 Dec 2013 in National Assembly: Number one is on the NGOs. It is a two-pronged perspective. view
  • 4 Dec 2013 in National Assembly: Hon. Temporary Deputy Speaker, I thought it would be effective after me, since I came prepared for the full time? view
  • 4 Dec 2013 in National Assembly: Okay. I will comply with your instructions. On the NGO aspect, capping at 15 per cent, alongside many of my colleagues here who were the alumni of the civil society at one time, I can tell you that there are civil society organizations and public benefit organizations that derive their total funding externally and expend that total funding on humanitarian activities. It will be very limiting to limit them at 15 per cent. So, I think a review of this section is required, either to remove it totally and seek to track the financing of NGOs. That is the issue. ... view
  • 4 Dec 2013 in National Assembly: Secondly, I was an Assistant Minister for Youth Affairs and Sports for five years. When we constituted the National Youth Council, it was a very rickety and contestable process and its completion was a sigh of relief. I am uncomfortable with a supervisory board that will end up being appointed wholly by a Cabinet Secretary controlling the National Youth Council. The Youth Council matter is not a time-bomb. It is blasting every day. That is why we are seeking the extension of the Uwezo Fund, Youth Enterprise Development Fund and so on. Having a supervisory board; that advisory and supervisory ... view
  • 4 Dec 2013 in National Assembly: Finally, on the question of the Kenya Defence Forces (KDF), I think this Parliament needs to sharpen its teeth. I am speaking with full understanding of my colleagues across the House. This business of talking about CORD and Jubilee every time and issues coming here, even seeking hypocrisy to hold Press conferences to blame one section of the House just because an issue has passed, is really immaturity and I think it is something that should come to an end. It is hypocrisy of the highest order. I seek to oppose so that we can seek redemption because that is ... view
  • 14 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I rise to support this Bill and make a few remarks on specific sections. On Section 61(h), there is a clause of conducting an annual review of the performance and general public of the media and publish the results in, at least, two daily newspapers. That is well intended. However, like my colleagues have said, we anticipate that we are going to input verbally, but we will give written suggestions on amendments. Just to emphasize; it is meant to conduct an independent review of the performance and the public opinion. This is because ... view
  • 14 Nov 2013 in National Assembly: to cease participation in elective or nominated membership of those assemblies, you cannot be in this Council. It is outright discrimination and actually hinges on suggestive unconstitutionalism. Being a Member of Parliament or a Member of the County Assembly (MCA) does not disqualify you from being a member of the Council; that you have to relax for five years without active journalism. We will be telling active journalists never to come and participate in parliamentary work. Hon. Temporary Deputy Speaker, the other portion is Clause 9(f)(g) that talks of somebody who has benefited from or facilitated unlawful or irregular allocation, ... view
  • 13 Nov 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I do not intend to query the hon. Member because I think anybody mistreating and exploiting children should not just be castrated but does not deserve to live in this world. This question is very serious. I am just wondering and I seek your guidance on this. view
