This Bill supports the Constitution by doing one basic thing; that is, to institutionalize governance and to ensure that the mechanism to benefit the citizenry is empowered through a process which is very solid. Putting the courts in every county is another statement that devolution is not just about resources. Devolution is not just about resources because that is what has really mesmerized a lot of people. Indeed, if there is a time when we should be making and acting more seriously on issues to do with agriculture, it is now for the very objective of ensuring that we achieve food security. view

But in this same nation, there is abundance of food supply with very many farmers decrying the fact that they do not have the infrastructure to connect their farm produce to areas where it is needed.   • 17 Aug 2011 in National Assembly: Farm inputs like fertilizers, hoes and even jembes are a major challenge to farmers, particularly the young people who we are training through the new curriculum in the youth polytechnics in all the constituencies. Just about three or four months ago, we rolled out 2,000 instructors through my Ministry. In each of the polytechnics where we are sending instructors, we are sending one on agriculture. First is to ask that the relevant Ministry should also take advantage in order to complement by getting the grains, particularly rice from Bura Irrigation Scheme (BIS) that has been produced by the National Youth Service under my Ministry.
