The transition to a mature solid democracy will depend on the electoral process. The Independent Electoral and Boundaries Commission needs to have a Chairman and Vice-Chairman who are executive. They will be making decisions for this country.   • 11 May 2011 in National Assembly: Either the issue of the Departmental Committee on Justice and Legal Affairs is resolved or we are told at political rallies and baraza and the National Executive Committees of ODM and PNU will make decisions which will disable this House. It is not right! On that point again, what are we saying? This is a parliamentary issue. As you know, we are the only country in the whole world now without a Chief Justice. We are also, perhaps, the only country whose process of vetting is raising eye brows. Although well intended, individuals who may sometimes feel they are being pushed to the cliff, may raise issues because systems are not in place and, therefore, the culture of vetting is not entrenched.
