Thank you, Madam Temporary Deputy Speaker. I rise to support this Motion. I congratulate hon. Wamalwa for his initiative. I remember last year, during the aftermath of the post-election violence, he was positively involved in helping those who were faced with the problem of violence, hate and alienation. It is important that we laud him for his focus on people who are suffering and alienated.

Madam Temporary Deputy Speaker, I am wholly in order and have no apologies to make. To deny our historic facts would cause us to stall in our consciousness. I was only referring to the time that party ruled. There may have been instances thereafter in the recent times, but I was referring to the KANU era. That is why I am calling for a wholesome total audit and report of the squatter settlement programmes. If the hon. Member is interested in interacting with me, I can intellectually feed him with documentation that I gathered when I was working for the ...

Madam Temporary Deputy Speaker, I did not say that. I said that we would be stalling our consciousness. Hon. Mututho is not âweâ but he is âheâ. We need to readdress the issue of resolution. I hope I will be added three minutes to cover for the interruptions. We need to have resolution of all water towers occupation. If we do not have arable land that is occupied positively and productively, it will be worthless. It is important for us, as political leaders in this country, to take the bold step and refuse to be covered in ethnic spheres when ...

There are squatters who work in plantations and are living in very deplorable situations in Independent Kenya, in the Coast, Rift Valley, Central province and other parts of this country. For instance, there are some in Kibwezi, hon. Prof. Kalokiâs Constituency. I want to quote the Bible again. Colossians Chapter 4:1 says: âMasters you should grant your servants justice and fairness, knowing that you have a master in heavenâ. The conditions under which many workers in plantations are living in, as squatters, in the fourth and fifth generation in 2009, is so deplorable. When we pass Bills to benefit various ...

Madam Temporary Deputy Speaker, Sir, this Motion by Mr. Wamalwa not only needs to excite us but also to inform us. Proverbs 22:16 says:- âHe who oppresses the poor causes denial for the nation.â

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for such an important amendment to be discussed by only three hon. Members; that is the Mover, the seconder and one hon. Member? It is unprocedural!

(a) I am not aware that the YEDF disbursement in Taita District is riddled with irregularities. The disbursement of the Fund has been, and continues to be, done in accordance with the laid down procedures. The constituency component of the Fund is disbursed by the community committees, of which the area hon. Member of Parliament or his representative is a member.

(b) The Fund has entered into an agreement with the Postal Corporation of Kenya (PCK) through their Posta-Pay Product to quicken the process. The Fund releases money to the PCK, together with the details of the approved groups. The PCK branches then write cheques to groups in their respective jurisdictions.
