Member was sworn in, he has not had an opportunity to sit at the Constituency YEDF Committee. I think there is a question that needs to be addressed locally in that particular constituency. That is because every hon. Member is a member of the constituency YEDF committee through his or her nominee. I would advise the hon. Member to consult his constituency youth officer so that he gets that corrected. view

There were sessions today in the Attorney-General's Office to get our local legal opinion to complement the FIFA legal opinion. Therefore, it will be reasonable for the House to expect a response by Wednesday next week. Given that the House will be dealing with certain details on Thursday, some matters may be pushed to the next business day, and that takes us to early next week. view

  • 28 Jan 2009 in National Assembly: It is not within my mandate to lower the minimum age of the youth to qualify for the Youth Enterprise Development Fund (YEDF) from a minimum of 18 years to a minimum of 14 years. The Kenya law requires that for one to enter into a binding contract, he or she must belong to the age of majority. To register a business or any enterprise and operate a bank account, one requires an Identity Card (ID) and that means that he or she must be 18 years or above. view

Members may however wish to note that the constituency component of the YEDF is advanced to groups which are allowed to have a membership of 30 per cent outside the 18 to 35 years age bracket. Therefore, youth below the age of 18 years can benefit from the Fund by being members of a group. view
