Thank you, Hon. Speaker. I want us to talk to each other. It is amazing how everyone in this House may be talking about the same thing, but we are Members of the National Assembly which is governed by rules. It is not possible that we can argue and debate without the benefit of rules and laws. If we lose that, then we become a baraza, but not the National Assembly anymore. The little I remember about the Standing Orders and any decent conversation is that there must be a Motion before the Floor of the House by which Members ...

In the Standing Orders, a Motion is moved when the person who has expressed himself as the Mover of that Motion rises to complete his address and then there is a person who claims to second that Motion. That Motion becomes the property of the House. The Members debate merits and demerits. Members raise points of order as many as they want and then the Speaker ceases a Motion before the House. The Speaker is entitled to make a decision on law and procedure.

I walked in when the Leader of the Majority Party was on his feet. He was trying the best he could to plough through the moving of this Motion. Points of order flow in. There is a Motion which is seconded and the Speaker does not know how then his direction is sought to make a decision one way or the other on a Motion. I do not want to get into the discussion on the merits and demerits. I have my opinions and when my time will come, I will rise to say them without fear or favour. I ...

Hon. Speaker, it is interesting how this debate has been going on. First of all, you noticed that you do not have a Motion that has been presented before you and which has been proposed by which Members can now debate. However, there are interesting issues of law which I think if not discussed properly will lead Members to think that there is something happening here that is unusual. Hon. Speaker, you remember that you gave a ruling and this House is a House of rules governed by traditions and precedents. You gave a ruling in this House in the ...

Hon. Speaker, I do not want to interfere with the Member who has risen to give a maiden speech but I beg your indulgence that you may consider interventions I want to make after the Member has finished what he wants to say. In view of Standing Order No. 95(1), I feel that this Motion despite the Member for Nyatike contributing has been well articulated. We have been here since morning and we have said as much as we could on this Motion, having heard from veterans like the Member for Rarieda and having heard from people who have knowledge ...

Hon. Speaker, this one serves almost as my maiden speech. As you know, I have been resisting a lot of things, including something which has been called “ Njeri”. ...

amendments were proposed by the Majority Party Chief Whip but deliberated by Members of the entire Committee and resolutions arrived at unanimously. Hon. Speaker, I draw the attention of hon. Members to the Order Paper. You will see summarised forms of the proposed amendments in your Order Paper so that you are able to follow. I will briefly touch on issues of principles. I may not touch on the exact wording of the amendments proposed in the Standing Orders but you can follow me with your revised Standing Orders, which happen to be the 3rd edition, not any other edition. ...
