Hon. Members, although the Chairman is not saying which Standing Order he is relying on to do that, it cannot be under Standing Order No.96 because the Question has not been proposed or seconded. Therefore, it remains for the Speaker to give direction over the issue. I think it is legitimate because you are consulting the stakeholders to bring a proper Bill. I, therefore, order that this Bill be postponed to the next available time in the Order Paper. It is so ordered.
