Yes, he has just sneaked in. He should respond to this issue once and for all. We are answerable to the constituents and we are entering a critical stage. It is through petitions that we are able to present the sentiments of our constituents. One of the ways through which we can represent our constituents is through Petitions.

Thank you, Hon. Temporary Deputy Chairlady. I also want to oppose this clause. As my colleague has clearly put it, there is a way that a Gazette Notice can be framed without including all the names of these members. There is a statement which should be put into the Kenya Gazette to mention that these guys have been gazetted and they can be given a schedule. Thank you, Hon. Temporary Deputy Chairman. I would like to support this amendment. However, my problem is the limitation that we are giving county governments on the number of accounts they should operate. We are now micro-managing county governments, which are autonomous.

The proposal is seeking to have only petty cash accounts in the said banks. Another issue is that sometimes county governments encounter problems. For example, when the IFMIS is not working, they go an extra mile to take overdraft loans from commercial banks so that they can support their staff and make payments. This provision will be limiting them. The IFMIS in this country is not perfect.

This Bill has good clauses, but some need further amendments when we come to the Committee stage. There is great need to protect our girls who are vulnerable to sex pests. Some men have become perverts. Some men cannot differentiate between children and women. So, we need to take care of such caliber of people. As Hon.
