  • 22 Jun 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I want to support my brother and colleague, Hon. Mbui, on his Petition on the Mumbuni-Kathiani Road. This is one of several roads in the country which were started some years back, but which are yet to be completed. When the Departmental Committee on Transport, Public Works and Housing sits to look into this issue, and summon the Ministry concerned, they should look across the country because there are so many roads in respect of which contracts were given in 2012, 2013 and 2014, but which are still incomplete.   • 22 Jun 2016 in National Assembly: I will table a similar matter tomorrow on a road in my constituency, called Nkubu- Mikumbune Road, in respect of which contract was given, but is still not completed. The road is being eroded. With those remarks, I beg to support the Petition and thank the petitioners for raising this matter in the House. view
  • 22 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity to support this Petition by Mr. Chege Macharia. Sincerely speaking, we have done a lot for the youth, including creating the Uwezo Fund and the Youth Enterprise Fund. However, the youth population is too huge that we are not able to cover all of them in the affirmative programmes being implemented by the Government. Therefore, it is important for the Departmental Committee on Labour and Social Welfare to explore other ways of ensuring that we support the big population of the youth through appropriate action programmes. view
  • 22 Jun 2016 in National Assembly: Let me mention Uwezo Fund because the youth are unable to access that Fund. The resources in the Uwezo Fund are too little but they are sharing them with women and people living with disabilities. Therefore, the amount left for the youth, who are almost 72 per cent, is not enough to fund enough programmes for them. Therefore, it is important to look into their welfare.   • 15 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I take this chance to thank Hon. Wamunyinyi for bringing the Bill. Farmers across the board are suffering, for example, sugarcane, tea, coffee, dairy and wheat farmers. The list is endless. The reason is over-taxation especially on sugarcane transportation. I wonder why transportation of sugarcane from the farm to the factory should be taxed by any Government that thinks of the welfare of its farmers. This Bill is coming at the right time. view

During the Budget Day, the National Treasury, through the Cabinet Secretary, Mr. Rotich, mentioned that all taxes levied on sugarcane and tea farmers have been scrapped. We want to see a memorandum from the Agriculture, Fisheries and Food Authority (AFFA) showing the exact taxes which have been removed.   • 15 Jun 2016 in National Assembly: I am happy because the National Treasury has seen the light. They said that they will scrap the ad valorem levy and other taxes levied on sugarcane farming. Therefore, I support my colleague because VAT on transportation is unfair. There is also the fuel levy. This is triple taxation. What is happening now is the right thing for our farmers. The VAT should be removed from sugar, tea and coffee that we consume locally to encourage more people to consume these products.   • 15 Jun 2016 in National Assembly: When you go to the other side of the House, you will see people are not encouraged to take tea because they are not used to tea. Tea is very expensive. If you add sugar to tea, it becomes even more expensive, maybe 10 times more. Hon. Wamunyinyi has brought this Bill and maybe we will extend the exemption of VAT on other crops or farm produce that we produce in this country.
