I thank the Petitioner because of one issue which has been affecting us in Meru region, especially the Igembe region. We have a big problem of cattle rustling in my area and also in Tigania. I consider cattle rustling as robbery with violence. Therefore, this Petition will help us, if the Departmental Committee on Justice and Legal Affairs will look into it keenly. He should use that name and avoid the Luhya one. view

I will concentrate on the contents of the Bill. This Bill is here in fulfilment of Article 71 of the Constitution. We should have transactions subject to the Ratification Bill. Therefore, fortunately, this time round, this Parliament has been empowered to protect our natural resources. The natural resources need ratification by Parliament before the people who come here to extract them are given concessions. That is in order. Part III has time-frames on how that business should be transacted when those people get an agreement from the county government of from the national Government. It should not take more than 14 days before they submit their agreement to the Cabinet Secretary (CS) in charge of that natural resource.   • 16 Dec 2015 in National Assembly: I am concerned that after this Parliament rejects any agreement or any concession, it is like the last resort. The transaction is declared null and void. The drafters of this Bill should also give a leeway where those guys can go, if Parliament disapproves their transaction or concession. Therefore, we may be unfair to those people coming here to do business. Any investor coming to invest US$500 million in a mineral business, for example, is a serious investor.
