  • 17 Feb 2016 in National Assembly: Therefore, if this starts with us, we will be able to move forward. The people who are responsible for the implementation of these guidelines, especially at the county level, are the public works officers who approve building plans. At the national level, we have the Ministry of Public Works and Housing. We should task them to do an audit of all the buildings which have come up after the passing of the new Constitution in 2010. How many buildings are not compliant as at this day? The electronic version of the Official Hansard Report is for information purposesonly. A certified ... view
  • 17 Feb 2016 in National Assembly: That is because so many buildings have mushroomed since the year 2010. I have seen so many buildings even in this city that have mushroomed since the year 2010. So, are those buildings compliant? It is important that we make sure that laws are adhered to, to the best of our ability. I am happy that the CDF Board has taken a keen eye on the mainstreaming of Persons with Disabilities (PWDs), especially in the performance contract that has been signed by the Constituencies Development Fund Control (CDFC) and the fund accounting managers in each and every constituency of this ... view
  • 17 Feb 2016 in National Assembly: Therefore, I acknowledge that the mainstreaming of PWDs, alcoholism and HIV/AIDS is the way to go. Every institution and organization, if they mainstream these issues, we will be moving in the right direction. I thank the Jubilee Government for ensuring that the 30 per cent of the procurement quota goes to the marginalized groups. It is the first Government ever, since Independence, which has recognized that we have people living with disability. I am happy that if we have Ksh1.6 trillion, 30 per cent of that procurement will go to PWDs. view

  • 9 Feb 2016 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to give my comments on this Petition. I thank the Petitioner because of one issue which has been affecting us in Meru region, especially the Igembe region. We have a big problem of cattle rustling in my area and also in Tigania. I consider cattle rustling as robbery with violence. Therefore, this Petition will help us, if the Departmental Committee on Justice and Legal Affairs will look into it keenly. Those people violently come to get livestock from our side and go with it to the other side, As Hon. Maanzo ... view

  • 16 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, as an expert in the field of names of trees, I would like to notify my friend that the scientific name of the omutere tree, which is popular in Kakamega Forest, is myosotis emini. He should use that name and avoid the Luhya one. view

I will concentrate on the contents of the Bill. This Bill is here in fulfilment of Article 71 of the Constitution. We should have transactions subject to the Ratification Bill. Therefore, fortunately, this time round, this Parliament has been empowered to protect our natural resources. The natural resources need ratification by Parliament before the people who come here to extract them are given concessions. That is in order. Those concessions include tax rebates and other concessions which those ... view
