Speaker is disadvantaged because I also come from a County and I will not be able to debate this very important Motion. We have three hours to debate the Motion. I wish that the Motion had also included water as a natural resource, so that those counties that are offering this facility to Nairobi and other cities are able to collect taxes and royalties for that purpose. view
