Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to also support the Universities (Amendment) Bill (Senate Bill No.31 of 2014) which was brought here by my sister, Sen. Mohamud who is also a beneficiary of university education. Mr. Temporary Speaker, Sir, the essence of this Bill is to help the CUE be compliant with the requirements of the Constitution and the resolutions that have been passed by this Senate. Mr. Deputy Speaker, Sir, the issues raised in the petition from Busia County are cross-cutting. Most counties have flouted the fundamentals in the Constitution, especially that of public participation. This is because of the fact that the county executives are the exchequer for the county assemblies, thereby; the Members of County Assembly (MCA) who support those executives become an appendage. They take those MCAs to some hotel outside the county and pass very frivolous budget estimates. When giving your directions, it is important that this House and the relevant Committee take appropriate actions to arrest this kind of situation.

Mr. Temporary Speaker, Sir, let me from the outset support this Motion. Some of us have been captured on the HANSARD talking about issues of the Senate. In the Biblical phrases, John the Baptist created a way for Christ. It is the same way the Constituencies Development Fund (CDF) created the way for devolution. Mr. Speaker, Sir, as I support this Petition, my appeal would be to the county governments not to do the same things they are doing at the moment. It would be prudent that those who have not appended their signatures to the agreement to lease those medical equipment, they should also procure theirs and then we shall compare. The Senate is capable of assessing prudency in procurement. I support.

As my colleagues have said, I appeal to other citizens who feel aggrieved in the management of their resources to come to this House, which, as provided by law, deals with such issues.
