  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, mine is just to commend the proponent of this Motion, my brilliant learned colleague, Sen. Mutula Kilonzo Jnr. What he has addressed in this Motion is timely and should have been done within the first three years of inception of the Constitution. All in all, it is not too late for us. We need to address all these injustices up to the realm of who owns what and all the rights of the owners. The coastal region has issues. There are also investors who have done an impressive job of investing and developing land. However, those ... view

  • 23 Sep 2015 in Senate: Mr. Speaker, Sir, did you hear Sen. Murkomen mentioning a small baraza which some of us are not aware of? Is he in order to mention barazas which some of us are not aware of? He mentioned a small baraza which is not part of what he was supposed to table. I am seeking your guidance whether he is in order. view
  • 23 Sep 2015 in Senate: Mr. Speaker, Sir, it is not procedural in this House for a Senator to impute improper motives on other Senators. Sen. Murkomen has mentioned some Senators who are in a view

  • 23 Sep 2015 in Senate: Mr. Speaker, Sir, as you have put it very clearly, every Kenyan has a right to petition Parliament, those Kenyans with rights must also go through constitutional provisions. As I support that petition, maybe the petitioner should also have enlightened himself on constitutional requirements on that kind of petition. I support that petition reluctantly. view
  • 23 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, on the onset, I want to congratulate the proponent of this important Bill. As you are aware, counties cry for revenue. An institution like the county government printer can be a source of revenue. Lawyers, engineers, doctors and surveyors traverse from all the counties to come to the Government Press and they do not even get the documents they require. If this Bill is passed and is well institutionalized at the counties, it will be a huge source of revenue. The officers who will be charged to clear what is supposed to be printed once in ... view
  • 17 Sep 2015 in Senate: Mr. Speaker, Sir, let me also take this opportunity to support these petitioners. The rampant degradation of the environment and other hazards in this country is huge. Maybe the NEMA is sleeping on its job. Recently, in Laikipia County, three children died in a quarry which was left unattended to. We have raised so many issues in this House, for example, where in Nyamira County a contractor went to a catchment area and constructed without NEMA intervening and enforcing such requirements. I, therefore, request this House, as the defender of devolution, to consider maybe having a select committee which will ... view
  • 17 Sep 2015 in Senate: Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.45(2)(b) to seek a Statement from the Chairperson of the Standing Committee on The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 16 Sep 2015 in Senate: Mr. Speaker, Sir, I also wish to add my voice on this very important petition. Former councillors are men and women of wisdom and knowledge, which is required in our counties. In this country, huge amounts of money are stolen through theft, corruption and other forms of mismanagement. What they are asking for is just a token. They are only 6,000 members. I request Members of County Assemblies (MCAs), including Kisii County, to consider co-opting them into running of county affairs considering the knowledge they have in other issues. Mr. Speaker, Sir, with those few remarks, I beg to support. view
