  • 16 Sep 2015 in Senate: Madam Temporary Speaker, thank you for this opportunity. From the outset, I also support this Motion. Since 1997, teachers have been tossed left, right and centre. However, with the new constitutional dispensation, they have been given what is rightfully theirs. It is very important that this Government honours the Supreme Court verdict. view
  • 30 Jul 2015 in Senate: Mr. Speaker, Sir, thank you for giving me this opportunity to support this crucial Motion. First, the Chairperson has done a very good job, although the font used in this document is too small. So, next time, he should improve on this. Secondly, the office of the Auditor-General has security of tenure. There are efforts to bring amendments to the Public Audit Bill to reduce the powers enjoyed by the Auditor-General. This Senate must make sure those efforts do not see the light of day. The Auditor-General has had an opportunity to pinpoint the wastage in our counties and the ... view
  • 30 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. From the outset, let me thank the Senate Majority Leader for defending this House, even when it is most dangerous, politically, for him to do so, especially when he stood against the powers that be. Gradually, the citizens of Kenya have realized that the Senate is the safeguard of their interests, especially devolution. I have said here before that even if we have been denied oversight funds, most Senators are doing social work for the people of Kenya. As we move on, maybe we will have a separate Senate service commission and the Senators who ... view
  • 28 Jul 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. view
  • 28 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, I know that Senators have agreed to finish this business as fast as possible. However I do not know whether it is possible to go ahead without tellers. view
  • 21 Jul 2015 in Senate: Mr. Speaker, Sir, I have just received a card from the Ambassador of the United States of America (USA) inviting me to listen to President Obama’s speech. I am surprised that we are receiving this invitation which I think is supposed to come from the Ministry of Foreign Affairs and International Trade or yourself. I do not know what is happening. view
  • 21 Jul 2015 in Senate: Thank you, Mr. Speaker, Sir, for your informed ruling on the question by Sen. (Dr.) Khalwale. What we are tackling here is mind boggling. If there are no laws governing the Central Bank of Kenya (CBK) as I speak today, then the information that we are getting is that for all the transactions that have been done for the last three years are a nulity. I appeal to the CBK management; the Governor, the Chairman, who is an eminent lawyer and the legal team to “have all systems go” - because that is the main body governing financial transactions in ... view
  • 16 Jul 2015 in Senate: Mr. Speaker, Sir, in my other life as a women rights advocate, I also wish to thank the team that is around. It is good to learn that there is consensus building. I also take this opportunity to warn those in offices who want women to forget about the one-third gender rule. There are people in offices in this country who get coverage in the media stating that women should forget about what is rightfully theirs. Thank you, Mr. Speaker, Sir. view
  • 16 Jul 2015 in Senate: Mr. Speaker, Sir, there comes a time where the Eminent Senators in this Senate must challenge themselves on what they stand for. Are they patriots? When we were splitting Committees, I was on record opposing it. We sit in four Committees, but the tradition is that you see a Senator walking in, signs for the tax-payers money and walks away to go to attend another Committee sitting. There comes a time when we need to challenge ourselves and ask ourselves if we are serving this country truthfully or not. This morning, we had business to do, but we started our ... view
  • 15 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. From the outset, I wish to support this very important Bill. As you are aware, the essence of devolution was to have arms which are interdependent of each other. However, there was an oversight in this regard. The role of county assemblies is to oversight the county executive. However, in terms of financial entanglements, the counties assemblies have become an appendage of the county executive. This has caused a lot of harm to the citizens of Kenya. In most cases, MCAs are not patriotic enough to the nation. They are induced to look the other ... view
