Mr. Speaker, Sir, I think you were engaged, looking at the Standing Orders, and you forgot that a presidential candidate was speaking. I would like to ride on Sen. Mutula Kilonzo Jnr.’s statement regarding the IEBC. Considering that there is an array of backlog in legal infrastructure, the IEBC should inform us whether it is ready and set for the August elections.

Mr. Speaker, Sir, I also request that you take judicial notice of the sentiments expressed by Sen. Mutula Kilonzo Jnr. and look for a way of deferring this very important Bill. The women of Kenya are waiting for this House to salvage their interest. The Whips of this House and all the coalitions must stand up and be counted at this crucial moment. It is incumbent upon you to juggle within the legal framework and see whether we can salvage this Bill.

Mr. Deputy Speaker, Sir, it is incumbent upon any Kenyan to bring a petition. Prima facie, I do not agree with my colleagues who dismissed that petitioner. Secondly, I have heard statements when I was partly around. I do not say things that I do not understand. I grew up in an environment where cannabis sativa was rampant in use during my childhood. As a juvenile, I indulged heavily in that but it did not distract me anywhere I went.

I happened to have my studies in India which is one of the largest democracies in the world where by virtue of my background it was available for me but I chose not to use it. The question is abuse. If we have strict regulations, then we can use them as a deterrent. It is rampantly abused in the country because of the laws which criminalize it. The question is abuse but has the Government managed to deal with the issues? If you regulate it strictly, then it will be a deterrent and that is what I am saying.

Boy Juma Boy was a nationalist, a selfless man and a true friend. I had the opportunity to mingle and seek advice from this great man who Kenya has lost.
