  • 5 Jan 2017 in Senate: Mr. Speaker, Sir, when you gave the guidelines of this sitting, you said that this House can sit up to midnight. As we went on with the debate, you reduced the amount of time for Members to debate to one minute. It is only six heading to seven o’clock and some of us who are interested in this debate were not given the opportunity. More importantly, I do not know whether you are aware that I have given a statement of intent to run for the presidency. I was much prepared to give my input. You mentioned that we were ... view
  • 5 Jan 2017 in Senate: Mr. Speaker, Sir, the rules of natural justice contemplates that when a Member of any House is adversely mentioned, he needs to be given time and opportunity to defend himself against those adverse allegations. I therefore, beseech you to allow the good Sen. Onchwangi to defend himself against all these allegations. That is the tradition in this House. view
  • 28 Dec 2016 in Senate: Thank you, Mr. Speaker, Sir. On the issue of barricading Parliament, I request that you direct that the Committee on National Security and Foreign Relations, under the experienced Sen. Yusuf Haji, to take action. You should order the removal of the barricades so that Parliament can have its own supremacy to exercise its mandate. view
  • 30 Nov 2016 in Senate: Mr. Speaker, Sir, I also take this opportunity to commend the good residents of Nyamira County for having sought refuge in this “Upper House”. There are many issues which some of us as defenders of devolution and counties have been fighting for. I am happy now that we are reading from the same script with them in fighting for the rights of our people and making sure that accountability is finally dealt with expeditiously. I thank them very much and assure them that this House has no shortcuts; it will deal with the issues raised and make its recommendations accordingly. view
  • 8 Nov 2016 in Senate: Mr. Temporary Chairman, Sir, on a point of order. The Speaker never made any determination on the drawing of the bars. He only cruised himself without making a determination. So, I concur with the sentiments of Sen. (Dr.) Khalwale whether we are properly in the Committee of the Whole. view
  • 2 Nov 2016 in Senate: Mr. Speaker, Sir, I also want to welcome this team and tell them that they have an able Senator who sits in the Speaker’s Panel. He is also the Vice Chairman of the Committee on Legal Affairs and Human Rights, Chairperson of the Committee on Delegated Legislation. Above all, he came up with the famous Sang Bill, The electronic version of the Senate Hansard Report is for information purposes only. • 2 Nov 2016 in Senate: Mr. Speaker, Sir, from the outset, the Senator for Nandi County said that the responses seemed cooked. Considering the fact that there are many issues bedeviling the education sector in the country, I request that you direct that we broaden this aspect of question and summon or request the Cabinet Secretary (CS) to be appear before the whole House in a kamkunji here to respond, considering that national exams are going on and children have been told to write on the floors and others have found their names missing. There are many issues in that sector. Kisii University Campus has ... view

  • 2 Nov 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to this timely Bill by my good friend, Sen. Wamatangi. I have some views on the issue of the outgoing governors who have lost elections appending their signatures on the documentation. The ideal scenario should be that the governor, who is the CEO, and the county secretary, be the only people to append a signature. It is of national notoriety that most governors have disconnected themselves from the activities of the counties and most deputy governors are exploring other avenues. Some will be running for governorship and ... view
  • 11 Oct 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Have you heard what Sen.Murkomen has mentioned in regard to Sen. (Dr.) Khalwale giving busaa, chang’aa and marijuana to cows? Is he in order? Could he substantiate? As far as I know, Sen. Murkomen is not a fake lawyer. He should substantiate or withdraw that remark. The Deputy President was simply concerned with matters touching on animal rights. view
