It is important now that we have devolved some of these functions that our governors and ourselves put a lot of effort in improving the stadia around the counties.   • 6 Aug 2014 in Senate: Mr. Temporary Chairperson, I want to concur with the sentiments of Sen. Mutula Kilonzo Jnr. and Sen. Otieno Kajwang. This clause, as it is, in terms of collection of public views is ambiguous. Unless and until we get a remedy to this through legislation, this does not augur well. If you look at the systems which have been used by assemblies with regard to public participation, we must have a procedure where we have a mode of collecting views. view
  • 6 Aug 2014 in Senate: Mr. Temporary Chairperson, Sir, I also support this amendment and it is important to understand that we have grounds on why the headquarters should be moved. I am happy that the Senator for Laikipia consulted with his people. In the county of Nyamira where I come from, I have read in the newspapers that the Governor wants to move the county headquarters without following the due process. It must be made very clear that to move a county headquarters, there are rules and procedures which must be followed. I support. view
  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, I stand to oppose this amendment by my good friend, Sen. Mutula Kilonzo Jnr. If we are only talking about issues of the Commission on Revenue Allocation (CRA) giving recommendations and yet we cannot give them more powers, then we are usurping our own powers. We are stifling the county assemblies and the county executive. Unless there is a further amendment on this, I strongly oppose the amendment. view
