Part (j) talks about one person nominated by the public universities that have established legal aids clinics. Our universities and learning institutions can actually provide a lot of support to people through legal aid as happens in other jurisdictions, for example, the United States of America (USA). Why only public universities? What will happen to universities such as Riara, Strathmore or the United States International University (USIU) that are now offering legal aid clinics and legal training programmes? Will you deny them participation in this? I think that aspect needs to be re-looked at.

My two last comments on the board membership issue are related to the two-thirds gender rule. We need a nominee of the National Gender and Equity Commission being given a chance to nominate somebody to give a gender and women’s perspective on these issues. Thank you, Hon. Speaker. I rise to support the nomination and concur with Hon. Sarah Korere. Indeed, people who are unadulterated by corruption should be given a chance. This is especially when they come from groups that are part of the Kenyan society but have not had a chance. These include the Ndorobo, the Nubi of Kibra and others.

The docket that Ms. Lilian Omollo will be representing and serving in is very important. Our youth are crying for empowerment schemes. I hope that she will be a hands-on and innovative leader, and that the whole team at the Ministry will give her the support she needs to reinvent the policies and programmes quickly. We are hosting the World Trade Organisation (WTO) Ministerial Conference, 2015 in Nairobi this week. This is, indeed, a proud moment for Kenya. Young people who want to go and work in other parts of Africa, in the Middle East, in far off in Asia, North America and South America should be facilitated through the Ministry of Labour and the Department of Youth Affairs. I look forward to this nominee taking on with full vigour the job she has been picked for once this House approves her nomination and she gets appointed.
