As we look at the conditional allocations of Kshs43 billion that has been spoken about numerous times, I would love to reiterate that a breakdown of how this conditional allocations will be spent is very critical. We need an itemization of needs for the different counties that will benefit or, at least, a plan, so that we are not just grappling in the dark granting away a huge sum of money which we do not know will be controlled by who and distributed on what basis. I have concern that I want raise under this debate in connection with diversity. It is also the issue of regional balance in the Committees and the business of the House. In the two Committees that we are dealing with right now, we have noticed that in the first Committee membership, which we approved, only hon. Shebesh from Nairobi was included. I can also see that only hon. Kamanda from Nairobi was considered for the second Committee. So, I just want to say, as someone from Nairobi County, that we be consistently included in Committees in line with our numbers ...

To aid that process and transparency, as hon. Anyango, has mentioned, we should really come up with lists that indicate to us the regional representation of these people. As a young and new Member of this House, I would like to raise concern against the tyranny of longevity; Members who are known to have been here for several terms, and whose wisdom and experience we appreciate, should not be the only ones in everything. New Members are equally entitled and should be allowed to speak, participate and be involved in all Committees. So, let us find a way of doing ...
