Thank you, Hon. Speaker. I rise to also give my support to the Report, and say that I am happy the Committee has done its work. In pursuance of the Treaty Ratification Act, the Committee has brought this for consideration, blessing and support of the House as necessary. I hope that this Pact will give us a chance to address major issues such as refugee security flaws in the region. We know that past conflicts in the region have made sure that Kenya ends up with a very heavy burden of refugees, which has lasted a very long time. We ...

The issue of the Elemi Triangle has been mentioned and has been festering for long. Recently, we had the Government of Somaliland purporting to sue Kenya at the International Court of Justice over issues about access to fishing grounds in the Indian Ocean. I hope that the coming of this Pact will help us to resolve some of the issues like the Migingo Island and the Elemi Triangle disputes, the Indian Ocean borders and access to fishing rights in those areas. My final point is that we have to be vigilant in the national interest of Kenya and ensure that ...

Thank you, Hon. Temporary Deputy Speaker for the opportunity. I rise to support. I begin by bringing to the attention of fellow Members of the House that there is a beautiful article today written by former Permanent Secretary (PS) Bitange Ndemo on the issue of how we need to organise ourselves on this question of engineering and the substance in this Bill that has been well crafted and brought by our colleague, Hon. Cecilia Ngetich. I serve in the Departmental Committee on Education, Research and Technology. We have looked at this Bill. How I wish the Committee on Transport, Public ...

Hon. Temporary Deputy Speaker, what is most important is that right now in Kenya very many young people who are very brilliant, work hard to get grade “A”. They get into universities such as the Masinde Muliro University of Science and Technology (MMUST) and the Technical University of Kenya (TUK) and then turn out to be innocent victims being punished by the Engineers Board of Kenya (EBK) which has selfishly, arrogantly and with utter disregard for the interests of this country made sure that they act as a bottleneck cartel that stops more young professionals coming in and expanding the ...

why they do not deserve to be certified so they can get contracts, tenders and equivalence internationally so that they can go and do the same work. We have young people out of this country with the capacity to do technical work. I am proud to boast that my own constituency of Kibra is the home of the best welding and metal fabrication in all of Nairobi County and probably in all of Kenya. If you want good metal work and welding, come to my constituency. These are people who will not show you a document and a paper, but ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. As you know, I represent a constituency in Nairobi County where the Parliament of Kenya is hosted. This Bill has a lot of sensitivity for the interests of our people who have close access to Parliament. So, it raises important questions on who can access Parliament and how they behave around Parliament. It also raises issues of the privileges and authorities the administrators and managers of Parliament have to control, where necessary, demonstrations, to designate spaces for citizens to come and petition Parliament to express their views in a ...

“The Green Amendment Campaign” to try to ensure that the two-thirds gender rule is achieved. As we get more women Members come to Parliament, this is important because we have seen crowds and demonstrators trying to intimidate Members of Parliament and occasionally harass them. We just want to make Parliament a safe and friendly space. Even where there are spaces for debate, all Members can feel safe. So, in that sense, I think it is a great thing. On the other hand, we do not want to cross our constitutional thresholds where we extend parliamentary immunity too far. Members of ...

On a point of order, Hon. Speaker. Would I be in order to raise a similar matter? Last year, I brought a petition on behalf of the retirees of Kenya Railways Corporation.
