  • 17 Mar 2015 in National Assembly: I just want to clarify my understanding of, “---the head of the unit at the lowest point of decentralization.” In our hybrid mongrel system of devolution and the former Provincial Administration that would sound to me something like either the sub chief or the ward administrator at the lowest level. However, if that is not clear, then I will support the Chairperson. view
  • 17 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to share with you some thoughts on this Motion for Adjournment. I thank the Member from Mandera for bringing it up for discussion. When you look at the incidents that are going on at our frontier counties, or in places such as Mandera, Garissa, Wajir, Marsabit and Tana River, it is clear that the Government is failing in its core mandate of providing security. We cannot hide away from that truth. We have to be honest, as Members of this august House, and see the steps that we will take to make ... view
  • 17 Mar 2015 in National Assembly: Governmental Authority on Development (IGAD). We have to address this issue. The challenges we are facing will spread to areas like Turkana, if the conflict in South Sudan escalates further. We have seen the impact of the refugee situation in Kenya and other host countries, as a result of the protracted civil war in Somalia. What will happen if we do not stop the chaos in South Sudan? I hope that the Chair of the Departmental Committee will take up this matter and ensure that our country is involved in the negotiations aimed at bringing peace in South Sudan. This ... view
  • 11 Mar 2015 in National Assembly: Hon. Temporary Deputy Chairman, I also echo the same sentiments. In the title, the Bill talks about protection against domestic violence. In that context, the definition of “domestic violence” and the people who are most likely to be victims of domestic violence are the people whom we are talking about. Former relationships are relationships that are in trouble and are falling apart. Let us keep the definition of the people protected and the definition of the family to include this list. I, therefore, oppose the amendment. view
  • 11 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I support the deletion as it is. In the interest of time, I will not add anything else. view
  • 12 Feb 2015 in National Assembly: Thank you, hon. Deputy Speaker. I request adjournment of the House on a definite matter of urgent national importance pursuant to Standing Order No.33(1). I seek leave to move the adjournment of the House for the purpose of discussing the ongoing crisis in the education sector regarding especially, school fees for Form One students, who are being charged as high as Kshs120,000 in some schools. In the recent past, there has been unwarranted upward review of school fees by school boards of management, raising school fees to as high as Kshs120,000 annually. It is deeply disturbing that many parents and ... view

  • 12 Feb 2015 in National Assembly: Thank you, hon.Temporary Deputy Speaker for the promotion. I feel that I am standing as the Leader of the Minority Party. May I start by actually recording my appreciation for the consideration and indulgence by hon. Deputy Speaker, Dr. Laboso, who allowed us to proceed with this matter of national importance. It is a matter that is dear and concerns parents across this country and the future of our children especially--- view
  • 12 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Let me begin by actually saying that it is really thoughtful and helpful in a way because I can see the Cabinet Secretary for Education, the Principal Secretary for Education and other leaders from that Ministry are actually in the House to listen first hand to the concerns that the Members of the House will bring in this Motion on behalf of the people of Kenya. So, this is a great consideration. I would like just to put that on record that they were present to listen to us directly as we talk about ... view
