I will wrap it up by saying that he was asked to come and address an issue of cattle rustling from 6th June. It was a very simple issue in Baringo County but he escaped. The Cabinet Secretary for Education, Science and Technology, Prof. Kaimenyi, dodged answering a question about certificates. This is a national issue. The young people who voted for Jubilee thinking that it will employ them were betrayed because the certificates are being held and they cannot get jobs. I also oppose this amendment as proposed by hon. Linturi and I would like to propose that as we make further amendments, it be 18 months so that we have a reasonable time for any case to be done. Two years is too long. It is disruptive to people’s careers. If we have anything important to be done, it should be done in a quick manner.

Hon. Temporary Deputy Speaker, I also seek a clarification on a general aspect about the number of young people who are being held in remand. There is someone who said that when you build a school, you close the gate to a jail. If you look at Nairobi County where we are hardest hit with almost 4,000 young people being held in remand, is there a way we could not invest in a cheaper option of giving them the required training, for example, put all of them in the National Youth Service (NYS) or something like that? My question is actually on our international relations and a report that the President submitted to the House, but which we have not had a chance to discuss. The House Business Committee (HBC), which you chair, has not slotted in time for us to discuss it. It makes our House look bad when the other House, that beat us in soccer is, also beats us in performance and discussing important national issues.
