The first thing I see as a problem with the amendment is the process within which powers had to be transferred. The fact is that those regulations are not here. But before I was interrupted, I was talking about what exists in the law. The law talks about the costing of functions which has not been explained to us. At which level was it decided how much money would go to the counties? On a practical matter, I think this Report is misguided because one year in the three year window for devolution of those competencies to the county government has already passed.
