Kamanda was the substantial Minister for Transport, we would be in a very different place in understanding what is going on with regard to the railway tender project and it would cost us much less. I cannot tell you how delighted I am that, that contract has been cancelled by the Public Procurement Oversight Authority (PPOA) that reviewed it and found that there was a lot of corruption and irregularities. The Uwezo Fund with Kshs6 billion is going to bring about Kshs.19 million or Kshs20 million per constituency. The laptop project was going to cost Kshs.24 billion. We would get the exact same benefit at a fraction of the cost. For Kshs.12 billion instead of Kshs.24 billion, we could get through each CDF this year, Kshs.40 million and make sure that every constituency can put electricity and put up computer laboratories in all its schools.
