Speaker, we are going to stand here and say that the Cabinet Secretary, according to the substance of the report, may have acted overzealously but not unconstitutionally. My second point of concern is the insistence that while Parliament has the right to provide oversight, I do not believe that in a presidential system of government, where the Cabinet Secretary is appointed by the President to be the Chief Executive Officer of a Ministry, he or she should be micro-managed by Parliament.
