Our homes are being broken into and there are also petty thieves. The police have relaxed in their duty to curb insecurity. One of the reasons why the police have relaxed in Kitui District is because they have been there for so many years without being transferred to other areas. Mr. Deputy Speaker, Sir, in the year 2006/2007, the money which was allocated to the YEDF was Kshs1 billion. Each constituency, out of the 210 constituencies, got Kshs1 million. To this day, the banks which were appointed as financial intermediaries to keep the difference have made the conditions so difficult for the youth to access the money. Mr. Speaker, Sir, could the Minister tell this House what measures he intends to put in place to compensate the farmers for their plantations which were destroyed during the 2007 post-election violence? Most of these farmers are currently in the camps. Much as we may want to supply them with free fertilizer and seeds, they might not have the opportunity to go back to their farms. They are relying more on anything which is going to come from what remained after the destruction. Is the Ministry making any arrangements to compensate these farmers?

Thank you, Mr. Speaker, Sir. It is by sheer good chance that all the three Presidential candidates in the last General Elections are part of this Government. One of them, who is now the Vice-President and Minister for Home Affairs, said that he would compensate those who defrauded wananchi through these pyramid schemes. Mr. Speaker, Sir, now that he is the Vice-President and Minister for Home Affairs, does the Government have plans to compensate these people or was that just political rhetoric?

Mr. Speaker, Sir, I have been listening to the Minister carefully. In his Statement, he said that in 2004, both KACC and UHDL appointed two receiver managers. However, he did not tell us how much money was realised then. He just told us that the two receiver managers were involved in fighting each other. Even if they were involved in fighting each other, what action did they take? How much money was received in the process of fighting each other? Where was that money taken? Who was the recipient? Mr. Deputy Speaker, Sir, a lot of money has been used by the Government for survey and design works. From time to time, money is allocated for design works and yet those roads are never constructed. Over time, the demography is also interfered with. Could the Assistant Minister confirm here that when a road has been surveyed and design work completed, the Ministry has a mechanism to ensure that, that road is repaired, so as not to spend more money on design works again?
