  • 29 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Unless I do not understand the definition of a VIP, I thought the Minister himself is a VIP! Could he clarify who the VIP who stopped him from arriving here on time is? view
  • 29 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to thank the Minister for that answer, but my question is very specific. We, as Parliamentarians, have used a lot of Constituencies Development Fund (CDF) money to build dispensaries and even equip them. The problem is the medical personnel. In my constituency of Mutitu, for instance, I have Chuluni Dispensary, among many others; i have over 15 dispensaries, which are complete and equipped. They are only waiting for medical staff. What plans does the Minister have to provide medical staff to those dispensaries? view
  • 23 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Because of the intervening period which the hon. Minister has asked for, would I be in order to request that the appointment be held in abeyance as he investigates this very serious circumstances against that officer? view
  • 23 Jul 2009 in National Assembly: asked the Minister for Agriculture what plans he has to ensure that drought resistant crops such as millet and sorghum are introduced in Mutito Constituency. view
  • 23 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you realize that, indeed, that answer is very brief, just for the reason that the Assistant Minister is not taking this Question seriously and yet, the people of Ukambani are dying. One of the reasons why I am convinced that my good Assistant Minister here is not taking his work seriously is that the Question I have asked talks about Mutito Constituency. But in his answer, he refers to the Ministry having plans to deliver 10 tones of assorted seeds to Kitui District. I want to remind the Assistant Minister that there is no district ... view
  • 23 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I am being very specific. This Assistant Minister cannot get away with half-baked answers. The question is about Mutito constituency. Could he be specific as to how much he is view
  • 23 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, clearly, the good Assistant Minister comes from Ukambani, and I sympathise with him if he does not take this matter very seriously. It has now just come to light that he was actually given a cheque of Kshs10 million to get sorghum and millet seeds to Ukambani. Now he says that the cheque went to KARI. Could he now confirm to this House whether that allocation of Kshs10 million is part of the allocation for the five tonnes of seeds that he said will be coming to Mutito Constituency? Moreover, since we have four constituencies ... view

  • 21 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the point of order I want to raise is very important. It is on matters of procedure. view
  • 21 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise on a point of order to raise your attention to the fact that, this being the first of our resumption sitting from a recess, this House does not have a quorum. There is no single Member of Government in view
