  • 19 Jul 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to support the Bill that came up in 2009. I hope that we did it then because it is a very important one for national development. The point has been made about how we are investing a lot more in universities and forgetting technical institutions, and yet it is quite clear worldwide that the countries that have made major strides in areas of industry and even in terms of achieving the visions that they set themselves have relied greatly on middle level men and women resources. So, it is ... view
  • 5 May 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I would like to support this Bill and say, as many Members have said before, that it is an important milestone. A lot of blame of has been placed on the former Electoral Commission of Kenya (ECK) for the problems we had in 2007. I think this was not necessarily the case. The problem was not the people and the team. The problem was about the politics of the time. The politicians themselves were not very honest. Even as we blame the ECK, Kivuitu and company, politicians were busy rigging elections. They were using ... view
  • 4 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to support this Motion. I think we need to make progress. I know there is politics of Committees. The politics of Parliamentary Committees is irrelevant to the business of this House, especially if it is going to derail us. I would like to beg the Committee Members that, in spite of those difference, we forge ahead as a country, because the country is under a new Constitution. We can resolve our differences with time. view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, I beg to reply. Yatta NYS Training Centre falls under the Ministry of Youth Affairs and Sports, and the Ministry has not requested that the institution be elevated to a university. It is, therefore, necessary to make consultations with this Ministry first and if it is accepted, we will be quite happy to work with the hon. Member in that regard. view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, certainly, we require more universities because of the number of students involved. For sure, there is no reason for us not to consult with the Ministry of Youth Affairs and Sports but it is, really, up to the Ministry to also show willingness to release one of its institutions for that purpose. If that is accepted, there is no problem. However, we will go out to various institutions to negotiate with them, and not just the Ministry of Youth and Sports. There are other institutions which could be converted into constituent colleges of existing universities. view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, ironically, the crisis is caused by the same politicians. You have just seen that they are demanding that we convert a youth service into a university. We appreciate that as well. What we need to do is to ensure that, as we convert them into university colleges, they do not lose their character of training certificate and diploma holders. That is the policy of the Ministry right now. When an institution is taken over, it will admit university students. However, it does not stop admitting those who are doing certificate and diploma courses. view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, we have started talking. view
  • 2 Mar 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute in support of this Motion. I would like to begin by congratulating our schools that did very well in the Kenya Certificate of Secondary Education and urge the others that never followed suit to begin to learn from that experience. I am saying that because we have many national schools in this country that did much worse than many provincial schools and there were provincial schools that did very well while the majority did that badly. What is it that differentiates the schools that do well from ... view
  • 2 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, in the same connection, we have to talk about our universities. The results came out and it shows that only 24,000 students out of 97,000 will make it to university. It is important that we have a clear marshal plan from the Government in terms of expanding university opportunity. We have talked about a university or a technical institution for every county. Therefore, we should put in more resources towards this end. If we put in another Kshs10 billion to university education, we can improve access greatly and do not have to worry too much about ... view
  • 2 Mar 2011 in National Assembly: The issue of tribalism has been spoken about and I agree with those who have said that we cannot be holding peace rallies at high level politics and not resolve the problem of IDPs. We cannot have political and peace meetings to only talk about power come 2012 and forget people who are suffering because they supported the same people who went for this power. I also cannot agree with Members of Parliament who say that we cannot re-settle IDPs in Trans Mara or Taita Taveta. That is Kenya and it is very unfortunate. It is okay for W azungu ... view
