The reason why certificates are not released when fees are not paid is not to punish the students. There are many parents who can afford to pay, but they do not pay. That is really the problem. All I can say is that, after the analysis of the data that we will get from schools, we will make decisions regarding which parents will be exempted from paying school fees balances.
