  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, yes, there was a decision made in the Cabinet to upgrade this institution to a constituent college of the Egerton University. This is always a first step. I would also like to tell the hon. Member that, as a matter of fact, the President cannot declare an institution a university. However, according to the Act of 1997, the President may, after consultation with the Council, by an order published in the Gazette, establish a college as a constituent college of a university, declare an institution of learning, or of higher learning, or any other training establishment to ... view
  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is unfortunate that this matter has taken that long. Unfortunately, matters of legal procedure take a bit of time in this country. But I would like to assure the hon. Member that the information is exactly the same. The headmaster was found to have misappropriated and abused his office. That is why action is being taken. Unfortunately, it is a bit slow. What we can do is ensure that it is accelerated. I would like to assure the hon. Member that he will not have to ask this Question again. view
  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, we have already explained that up to eight colleges are being upgraded to constituent colleges. They will admit our children. You do not have to be a fully- fledged university to begin to admit students. You can be a constituent college and that is August 15, 2007 PARLIAMENTARY DEBATES 3217 happening. However, we will go to the next step of upgrading more of these institutions to university status. As of now, we are still accommodating more students. view
  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, we do not like transferring the problem. In cases like this, teachers are automatically interdicted. Depending on the nature of the crime, they are then removed from the payroll. We do not transfer them to other schools. In the case of that particular school, it seems like there was misappropriation of funds over many years. It seems like headteachers had made it a habit because nobody was checking. As a matter of fact, for that same school, about Kshs8 million had been misappropriated by different headmasters. What is happening is that, apart from investigations relating to ... view
  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, the infrastructure that we require for an institution like one that includes among other things, good roads. Already, the road to the institution is not motorable. It is a very difficult place to get to. Secondly, in terms of land, they have only 40 acres of land. The community is not willing to release it to the institution, so that it could have a title deed. So, there is already a problem, even to get that land allocated to the institution. There are other physical facilities. Water is also a problem to the extent that it is ... view
  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is not the investigations which have taken ten years. The issue of the unaudited reports came up last year in October. So, it has not taken exactly ten years. view
  • 15 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the hon. Member did not hear what Mr. Mwancha asked. He asked: What infrastructure is required? He asked me to define the infrastructure and not the amount of money that is required. view
  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am sure you are familiar with the procedures of this House. We discuss audited accounts of many past years for some reasons that I do not know. That is what I found going on in this Parliament. Last year, we were discussing audited accounts of the Controller and Auditor-General the Financial Year 1999/2000. view
  • 15 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the amount of money set aside for that institution, given that it is only a constituent college, is only part of the budget for Egerton University. There is no money for that institution on its own. But Egerton University has money to run programmes within itself, and where it has constituent colleges. It is the budget of the university that we are looking at. view
  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, that is why I am congratulating hon. Sambu for taking up the matter. He took up the matter last year. At the same time, as the hon. Member for the area, I castigated him for waiting until last year to discover that the issue of school money that had been misappropriated all this time had not been acted upon. view
