I should have castigated the KANU Government because it is the one which was not taking action on this matter. As we produce high-level manpower at the degree level, we need to take care of the technicians who have the kind of education that is useful to support our doctors, engineers and so on. Our policy now is to insist that institutions that have been upgraded continue to offer certificate and diploma courses, in addition to the degree courses. The point is well taken.   • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, what I can assure the hon. Member is that they will be taken to court. What I cannot assure him is the exact date. I cannot tell the exact date. However, I want to assure him though, that this matter came up in 1998 when he was already in Parliament. It 3178 PARLIAMENTARY DEBATES August 15, 2007 has now come up when he is in Parliament again, but it will not come up when he is in Parliament next term. So, we will make sure that it is dealt with before the end of this Session. view
  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, the law applies to Mombasa like it applies to Kisii. We said that for Kisii, they have to start as a constituent college. I do not know why Mombasa would like to hop, step and jump and start with a university before they have a constituent college! view
  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, first, I would like to remind the hon. Member that to become a constituent college, it is not a college for the Kisiis. A college is not being set up so that Kisiis do not travel long distances to a university. It is a national institution. Secondly, Egerton University must have already set up a committee to ensure that, that institution becomes a university whenever the infrastructure is available. view

Member asked: What have the people of Mombasa done to this Government? I was merely saying that there is nothing that they have done to deserve nothing better than what they have got! view

It is the same people who acquired so much land at Independence that have continued to accumulate wealth and add to what they got. So, monopoly should also be seen from that point of view. Secondly, we should learn from experiences of countries which were originators of monopolies like America. The Americans had a big problem with Bill Gates, if you remember.
