There were protracted negotiations and fights between county governments and the national Government. We were assured that this will facilitate universal healthcare, access to health facilities and services at the local level. With your permission under Standing Order 1, if we can go to Order No.12 first, which is a Committee of the Whole for the County Allocation of Revenue Act (CARA), which is a financial issue given the fact that we have an assurance of the numbers today.
