  • 21 Mar 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I thank my colleagues for their immense contributions to this Bill. I have listened and noted the concerns raised. I have particularly appreciated the contributions of Sen. Mutula Kilonzo Jnr., who believes that my Bill was borrowed word for word by the Supreme Court of Kenya in their advisory opinion.   • 21 Mar 2018 in Senate: Mr. Deputy Speaker, Sir, that chapter on the replacement of deputy governors has received validation at the highest office. However, I agree with Sen. Mutula Kilonzo Jnr. that there is a trend that is developing in the courts. The Constitution makes it clear that Judges must purposively interpret the Constitution as a living document so as to give it meaning and to develop it.
