This is a very important Bill which is resolving a problem bedeviling the counties. I have consulted the mover, Sen. Mutula Kilonzo jnr. and there are certain thoughts I want to put forth. From the onset, it is one of those areas in the Constitution that when it was drafted they overlooked the review or resolution of conflicts that are related to boundaries of counties.
