I would like to support this Report having been one of the Members that sat in this Committee and I am conversant with what happened and the negotiations. I would like to tell the House that this is a product of extensive consultation across the political divide. This is a product of nationalism and patriotism. The leadership of Sen. Orengo and Sen.
